The Meijiang irrigation district project in Jiangxi Province is the first major hydraulic engineering supported by the Ministry of Water Resources to the central Communist-controlled China in southern Jiangxi Province.The project covers a wide range of areas and involves a large amount of earth and rock excavation，soil and water loss is likely to have a negative impact on the surrounding environment.Based on the analysis of soil and water loss characteristics of Meijiang irrigation district project，this paper defines the division of soil and water loss prevention and control，and constructs a soil and water conservation measure system，with the expectation of providing a reference for the design of soil and water conservation measures for similar irrigation districts.
