    摘要:

    智慧水利是新阶段水利高质量发展的最显著标志和六条实施路径之一,数据底板是智慧水利建设的重要基础。针对江西省水利数据存在的整合不够、基础数据不统一、数据标准不一致、内外部共享不足等问题,本文以构建江西省数字孪生水利省级数据底板为例,提出了数据底板建设的目标定位、建设思路、关键能力,实现了为各级水利部门及跨行业部门提供数据服务,提升了“算据”能力,有效支撑智慧水利及数字孪生应用建设。相关实践可为数字孪生水利省级数据底板建设提供参考。

    Abstract:

    Smart water conservancy is the most significant symbol of high-quality development of water conservancy in the new stage and one of the six implementation paths. The data base is an important support for smart water conservancy construction. In view of the problems existing in the water conservancy data of Jiangxi province, such as insufficient integration, inconsistent basic data, inconsistent data standards, and insufficient internal and external sharing etc, this article takes the construction of digital twin water conservancy data backplane in Jiangxi province as an exampleto propose the target positioning, construction ideas, and key capabilities of the data base. It realizes the provision of data services for water conservancy departments at all levels and cross-industry departments, and provides extensive data services for intelligent water conservancy and digital twin application scenarios such as flood control and drought resistance, water resource allocation, and water engineering safety management for departments at all levels.Finally, It effectively improves the "data calculation" support capability, and the relevant practices can provide reference for the construction of digital twin of water conservancy data base.
