The system comprises a system water conservancy supervision subsystem and a water conservancy supervision mobile terminal，so as to realize the electronization of supervision problems and the whole process of supervision；it involves the construction and operation of water conservancy projects，water resources management，river and lake management，water conservancy safety production and other water conservancy construction projects；it realizes task management，inspection object query and positioning navigation，inspection information online reporting，inspection problem management，on-site verification and evidence collection，etc.
