Aimed at the main problems existing in present river and lake regulation process, the digital twin technology and the river and lake regulation theory are expounded and made a fusion analysis in the paper. Based on the new development brought by the digital twin technology to the river and lake regulation，the key technology of the river and lake regulation system construction is further studied.
