      智慧水利建设是推动新阶段水利高质量发展的六条实施路径之一,同时也是新阶段水利高质量发展的显著标志,而数字孪生流域建设是智慧水利的核心与关键,是一项复杂的系统工程。江西智慧水利建设尚处于起步阶段,虽取得了显著成效,但仍存在算据基础薄弱、算法智慧化水平不高、算力资源饱和等不足之处,因此理清思路、抓住机遇、迎接挑战对江西智慧水利建设来说至关重要。本文通过梳理江西省智慧水利建设现状,理清当今面临的困难与挑战,提出了夯实水利数据基础、提升算法智慧化水平、完善信息基础设施、推进“2+N”智能业务应用、构牢网络安全体系等主要建设思路及“十四五”时期江西省智慧水利的发展目标,为今后江西省智慧水利建设提供建设性的规划方向。
英文摘要:
      Smart water conservancy construction is one of the Six Implementation Paths to promote the high-quality development of water conservancy in the new stage,and it is also a significant symbol of high-quality development of water conservancy in the new stage. The construction of digital twin watersheds is the core and key of smart water conservancy,and it is a complex system engineering. The construction of smart water conservancy in Jiangxi is still in initial stage. Although remarkable results have been achieved,there are still shortcomings such as weak data base,low level of algorithm intelligence,and saturated computing resources. Therefore,it is crucial for smart water conservancy construction of Jiangxi to clarify ideas,seize opportunities and meet challenges. This paper puts forward the main construction tasks including consolidating data basis,improving the level of algorithm intelligence,improving information infrastructure,promoting "2+N" intelligent applications,and building a network security system by sorting out the current situation and clarifying the current difficulties and the development goals of smart water conservancy in Jiangxi province during the 14th Five-Year period,which can provide constructive planning ideas for the future construction of smart water conservancy in Jiangxi province.
