| 遂川县是一个典型的山区县，农村供水工程存在着“点多、面广、规模小”的特点，形成了多元而分散的工程管理机制。2019年以来，遂川县以全面推行城乡供水一体化为契机，推进农村供水工程管护机制改革，通过以乡镇为单元组建国有独资的乡镇水务公司，实行乡镇全域农村供水工程企业化统管，引入市场机制全面收缴水费，市场和政府两手发力，较好地解决了现有农村供水工程存在的管理机制问题。本文以遂川县为例，探究农村供水在经济学上的内在逻辑，探讨习近平总书记“两手发力”治水思路在农村供水工程管理上的具体应用。 |

| Suichuan is a typical mountainous county,where the rural water supply projects have the characteristics of“large quantity,wide coverage and small scale”,forming a diversified and decentralized project management mechanism.From 2019,Suichuan took the opportunity of comprehensively implementing the integration of urban and rural water supply to promote the reform of the management and protection mechanism of rural water supply projects.Through the establishment of wholly state-owned township water companies based on villages and towns,the implementation of enterprise unified management of township wide rural water supply projects,the introduction of the market mechanism of water charges,and the joint efforts of the market and the government,the problems of the management mechanism of the existing rural water supply projects have been better solved.This paper aims to explore the internal logic of Suichuan reforms on rural water supply project operation management in economics,and to explore the concrete application of Xi Jinping's water management idea of“Two-hand Power”in the rural water supply project. |
