| 本文阐述了当前我国在水资源方面的严峻问题，点明了水量分配在水利规划管理工作中重要作用，介绍了水量分配的科学内涵，总结了国内水量分配尝试摸索、有法可依、严格管理、刚性约束四个阶段的发展历程，从工作内容、主要原则、技术路线、水资源配置成果四个方面比较了不同形势下水量分配方案制定办法，剖析了最严格水资源管理制度、水资源刚性约束制度下水量、水质等因素对水量分配的综合需要，对未来发展方向作出了展望，指出未来水量分配方案可基于深挖节水潜力、水利益共享原则和破产理论等方面开展，实现区域经济发展与流域水资源承载能力相协调，达到社会“高质量绿色发展”的目标。 |

| This paper describes the current severe problems in water resources of China.Besides pointing out the important role of water allocation in water resources management,it also introduces the difference and connection with the water right allocation.The domestic achievement about water allocation is summarized as the following four stages:trial and exploration,legal basis,strict management and rigid constraint.It compares the methods of making water allocation scheme under different situations from the aspects of work content,main principles,technical routes and water resources allocation results.Meanwhile,it analyzes the comprehensive demand of water quantity and water quality for water allocation under the strictest water resources management system and water resources rigid constraint system and prospets the future directions for the development of water allocation.Finally,it points out that the future scheme work can be carried out based on the principles of deeply exploiting the watersaving potential,water benefits sharing and the bankruptcy theory,so as to realize the coordination between the regional economic development and the carrying capacity of water resources in the basin,and achieve the goal of“high quality green development”of society. |
