| 小型水库安全管理是水利工程管理的薄弱环节.对小型水库进行安全风险等级划分，采取分级管理是提高管理水平的重要措施.本文根据小型水库的安全现状，采用层次分析法和德尔菲法，确定了小型水库风险指标体系，明确了各指标的等级分类原则，提出了小型水库风险分级计算方法.选取了40座小型水库，开展了风险值计算，计算结果与小型水库实际情况基本相符，表明该方法具有较强的适用性，为今后开展小型水库分级管护奠定了基础. |

| The safety management of the small reservoirs is the weak link of water conservancy project management.In order to improve the management level，it is important to classify the safety level of small reservoirs and to adopt classified management.In this paper，according to the safety status of small reservoirs， we used AHP and Delphi method to build the risk index system of the small reservoirs，and defined the classification principle of each index，then puted forward the risk classification calculation method of small reservoirs.40 small reservoirs are selected and the risk classification is carried out according to the risk classification calculation method we builded.The calculation result was consistent with the actual situation of the small reservoirs，which shows that the method has strong applicability，and lays a foundation for carrying out the classification management of small reservoirs in the future． |
