| 本文以某市水利工程为例，对其质量监督现状进行剖析，分析基层质量监督机构在履行政府监督职责中存在的问题，并总结归纳了7个主要影响因素，运用G1法有效确定了7个影响因素的权重，提出了应用SPA法对水利工程进行质量监督综合评价，并应用于工程实例，以期在今后工作中加以改进和提高。 |

| Based on the hydraulic engineering of a certain city as an example,the present situation of hydraulic engineering quality supervision and the existing problems of performing the government supervision duties by the grass-roots quality supervisior organizations are analyzed,and seven main impact factors are summarized.The weight of seven indicator factors is determined by G1 method and the comprehensive evaluation is made to hydraulic engineering quality supervisior by SPA method.The engineering example is applied in order to improve the future work. |
